According to the plot, in 2003, one of the workers at the power plant turned off the electricity in a huge metropolis, leaving millions of people without energy, while loading a virus into the city system. The system was soon restored, and in order to avoid such situations, the US authorities decided to introduce a special program into the city, called CTOS.

For 10 years, the program has been gaining momentum, and already in 2011 it ran all of New York, from telephones to trains and planes. The computer controlled the city, while this computer was run by a private service that received absolutely all user data, tracking every step of the townspeople. The main character will be Aiden Pearce - a skilled hacker who hacked CTOS and got all the data.
