In a completely frozen world, people develop steam engines to withstand the unbearable cold. The ruler of the city must manage both its inhabitants and the infrastructure in which they live. Tactical leadership skills will have to be tested in situations that question the moral foundations of what is considered a civilized society. Often on one side of the scale are optimization and rational use of resources, and on the other - empathy and humanity. While managing the city and society will take up the lion's share of the ruler's time, at some point, exploring the outside world will become necessary to understand its history and current state.

3. Go to the "My Games" section and select "Activate via Steam" and enter the key received immediately after payment.
