1. Create a new Microsoft account.
2. Add a new European address (for example United Kingdom) on the page: https://account.microsoft.com/billing/addresses#/
2.1 Don't forget to check the box "Set as primary shipping and billing address"
3. Add a debit or credit card for payment in the United Kingdom at: https://account.microsoft.com/billing/payments
4. Go to https://account.microsoft.com/profile/ and change your country to the United Kingdom
5. Go to the page https://redeem.microsoft.com Enter the purchased code XBOX GAME PASS for PC (Do not uncheck the "recurring payments" checkbox upon activation). For the code you will receive 14 days + 1 month XBOX Game Pass
